The problem that Bison and many other towns have isn't pay. There are really two problems:

1 - People don't want to live there because it is far away and small.
2 - Companies don't want to locate there because THERE ARE NO WORKERS. Companies are not interested in a "build it and they will come" approach - they want to know that there is an available workforce within reasonable proximity.
